The rule that saves the most money You cannot hire what you cannot evaluate. Get any capability to a 2 before you outsource it. Below that you have no way to tell competent work from confident work, and you will pay the difference for years without ever knowing you are paying it.

What the gap actually costs

Your ceiling is set by your weaker half, not your stronger one.

An operator with a 4 in story and a 1 in infrastructure does not have a 4-level business. They have a 1-level business with very good content in it — because every decision about where that work lives, how it is paid for, and who can take it away is being made by somebody else.

Closing the gap does not mean becoming an engineer. It means getting far enough into the other half that you can direct it, evaluate it, and refuse to be captured by it.
